Is it safe to use Chinese AI? A sourced risk matrix, not a slogan
Safety here means two different things that get glued together. One is “will a government tell my office not to install this?” The other is “where does this prompt go, and can someone compel the company to hand it over?” We can source the first for DeepSeek. The second is a property of the host you actually call.
Restrictions we read
The Czech government, in July 2025, banned public administration from using DeepSeek products, apps, sites, and APIs. Reuters reported the prime minister tying that to the company’s duties under Chinese law. NÚKIB published a warning for critical-information systems the next day. The warning names apps, websites, and APIs, and it says the company is fully subject to the PRC legal environment.
Taiwan’s government banned departments from using the service in February 2025. Reuters described the concern as security risk, censorship, and data ending up in China.
Reuters’ 6 Jan 2026 roundup repeats those two and says the Trump administration was weighing penalties, citing the New York Times. “Weighing” is not “banned”. We are not adding a US consumer ban that the article does not claim. We also are not turning Reuters’ mention of Germany, Italy, and the Netherlands, inside the Czech story, into three separate dossiers we did not open.
Other labs are not covered by those DeepSeek-specific notices. A silence is not a finding that Qwen or Kimi is unrestricted. Employer policy and sanctions lists move, and this page is not your counsel.
Three paths
| Path | What improves | What does not |
|---|---|---|
| Direct lab API | You know the vendor | The vendor is still a PRC company for these labs |
| US or EU host of open weights | The processor can be outside mainland China | You must confirm the host. A cheap OpenRouter endpoint may be neither |
| Local weights | The prompt does not leave the machine | The licence may restrict a hosted API. The hardware may not fit the model |
The hosting guide names hosts we saw on the GLM-5.3 and Kimi K3 endpoint lists, including the lab’s own endpoint so you can avoid it if that is the goal. Together and Fireworks appear on that GLM list at the official $1.40 / $4.40 rate. That is a price fact. It is not a legal opinion that the subprocessor chain is clean.
What we would not send
Secrets, customer data, health data, unpublished source that your contract forbids leaving the country, and anyone’s face in a video tool. The free DeepSeek app is the easiest place to make that mistake, because it does not look like an API.

Questions
Is DeepSeek banned where I live?
We can cite a Czech public-administration ban and a Taiwan government-department ban, plus a Reuters roundup. We are not giving you a personal legal answer. Check your employer and your country.
Does OpenRouter keep my prompt out of China?
Only if the host that answers is outside China. OpenRouter lists hosts per model. The cheap host and the lab host are often different companies.
